The superannuated dead!: Old age pension being released in the name of the dead

In some African cultures there is a belief that dead men— reverentially called the village elders— visit them once every year. Now a village in Punjab has surpassed this belief. Here the dead visit the village every month to collect their old age pension! Or that is what the village headman (sarpanch or pradhan) of Subhana village of district Jalandhar gave people and authorities to understand. It was recently revealed that in Subhana the old age pension was being released in the name of 12 persons of the village who were long dead. The pension amount was ‘distributed’ by the village head himself. Besides, about 10 people were getting double pensions.

The whole game went on for five full years from 2003 to 2008 during the tenure of Jaspal Singh as the village head, and came to light only after the change of guard at the village panchayat. Investigations have revealed that it was not due to any error but the sarpanch was deliberately doing it to have a cut in the pension money. It was alleged that Jaspal pocketed the whole amount that was being released in the name of the dead people. Same was the case with the double pensions. One part went to the real beneficiary while the other went into the sarpanch's pocket.

The fraud came to light when the new sarpanch Harjinder Singh brought this matters to the notice of the higher authorities and got the pensions returned to the concerned department. Although some people had complained against the former sarpanch, but no action was taken against him. One Ashok Kumar had complained that the village people namely Amar Singh, Chaman Lal, Darshan Lal, Gurbachan Kaur, Gurnam Kaur, Kartar Chand, Nanti, Rajinder Kaur, Rali, Resham Kumar, Tara Chand and Sunita had expired. The date of the death and the pension numbers of all the people were also mentioned. Even the death certificates are available. The former sarpanch Jaspal Singh has said that the allegations against him were false. But as anyone can understand, Subhana is just a case that has come to light, there would be hundreds of other villages where the same fraud would have been going on.
