Revenue At All Costs

A National Household Survey in 2004 recorded alcohol use in 21% of Indian adult males, ranging from 7% in Gujarat (where Chief Minister Narendra Modi is relaxing years of Prohibition now) to 75% in Arunachal Pradesh. The pollsters were only able to gather sales and population figures of 2003 based on which they said the average Indian drinker consumed two litres of liquor a year. Drinking is mostly private and not documented. Accounting for that, the Survey said people could be drinking four litres. This has been adjusted to 8 litres-plus in 2005.

Now, here’s the shocker. Indians have very low per capita consumption of alcohol. All indicators suggest that production of alcohol (see table) and drinking will spiral. So what’s India’s alcohol policy? Does she have any fresh insight into what could be debilitating problem soon? Is she aware that her brain will get wetter by the year?
